US Congressman. The son of 14th United States Vice President a nd Civil War Confederate Army Major General John Cabell Breckinridge, during the Civil War he served as a Private in the Confederate army and later as a Midshipmen in the Confederate navy. He was a graduate of Washington College while Robert E. Lee was president of that institution. In 1882 he was elected as a Democrat to represent Arkansas as a At-Large delegate in the United States House of Representatives from Arkansas, and served from 1883 to he resigned in 1894 to accept the post of United States Minister to Russia. Appointed by President Grover Cleveland, whom Breckinridge supported when the President staunchly defended the gold standard during the Panic of 1894, he served in Russia from 1894 to 1897. His last years were spent in his home in Fort Smith, Arkansas, where he was involved in banking.
