U.S. Congressman. He graduated from Newberry College, in 1899 and taught in the public schools, (1900-03). He was the secretary to U.S. Representative George W. Croft in 1904, also to his successor, Representative Theodore G. Croft, in 1905 and professor of history and economics at Leesville College, (1906-08). He graduated from George Washington University, in 1910, from its law department in 1913, was admitted to the bar in and commenced to practice law in Saluda, South Carolina, in 1915. He also worked for the United States Department of Agriculture (1911-24) and engaged in agricultural pursuits. In 1925, he was elected as a Democrat to the Sixty-ninth Congress and to the next three succeeding Congresses, serving until 1933. He was again elected to the Seventy-sixth Congress and to the next three succeeding Congresses, serving (1939-47). An unsuccessful candidate for re-nomination, he resumed the practice of law and agricultural pursuits until his death at age 92.
