Chester was born on a farm outside of Ionia, Kansas. He was the ninth child and seventh son of George Boyd and Damaris Bush Steen. As was the custom at the time, he was born at home with the help of a mid-wife. He remained on the farm until he started working for his brother in a grocery store in Stillwater, OK. He later worked as a traveling man selling for a wholesale baking goods company, later selling hats for the Jones-Payne Hat company. With the hat company, he had an extensive territory, much of which was in western South Dakota. In order to cover that area, it was necessary for him to travel by stagecoach. Later he traveled for the Allen-A Hosiery Company and then for Rollins Hosiery Mills where he remained until it was closed for lack of silk during World War II.

During the war years, he was manager of the Lincoln Air Base Post Exchange, and following the war he worked for the federal government as an Enumerator in Lincoln. His love for traveling, however, remained with him and he returned to traveling as soon as it was possible. When he again started traveling, he traveled for several clothing manufacturers and was still travelling at the time of his death on January 30, 1949.
