Francis served as a Private First Class in the Engineers, U.S. Army during World War II.

He enlisted in the Army on January 21, 1943 in Baltimore, Maryland. He was noted as being employed in the manufacture of miscellaneous electrical equipment and also as Single, without dependents.

When he enlisted in the Army he also noted that he resided in Delaware. His birth state was listed on his headstone apparently at his family's request.

Francis died in the "Line Of Duty" of a non-battle related incident during the war.
