Chief of Police of the 1904 St. Louis World’s Fair. As a patrolman, Kiely made some of the most notable arrests in the criminal history of the city. Later, as a sergeant he headed squads of men who successfully carried out dangerous and difficult duties in the course of violent streetcar strikes; as captain he gained a reputation which marked him as the man for promotion to the post of chief. He was in charge of the arrangements for protection when Prince Henry paid a visit to St. Louis and was decorated for this service by the Emperor with the Order of the Red Eagle. He also instituted the Bertillon system of identifying criminals in St. Louis.
