U.S. Congressman. He graduated from the University of Michigan, moved to Ottawa, Illinois, in 1891, studied law, was admitted to the bar in 1893 and commenced to practice law. He was appointed assistant prosecuting attorney of La Salle County, 1900, judge of the La Salle County Court, (1902-12) and president of the State Association of County Judges of Illinois, (1908-10). In 1913, he was elected as a Progressive to the Sixty-third Congress, serving until 1915. An unsuccessful candidate for re-election, he served as Assistant Attorney General of Illinois, (1916-22), was president and general counsel of the Central Life Insurance Company and continued the practice of law until his death.
