US Congressman. Elected as a Democrat to represent Georgia's At-Large District in the Twenty-Eighth Congress, he served for seven months, from March 1843 until his death. Millen was born in Savannah, Georgia, where he was admitted to the bar and maintained a law office for nearly 20 years. Between 1828 and 1840 he served six terms in the State House of Representatives, and he was also appointed a Colonel in the State Militia. He died at 39 in Savannah; there is a cenotaph for him at Congressional Cemetery in Washington, DC. The town of Millen, Georgia, was named for him.
