Fred Joseph Surber was born in Action, Shelby County, Indiana. He was the son of Charles H. Surber and Maggie L. Bippus.

He married Clara Etta Worthen 22 Mar 1914 with marriage record filed at Kennett, Dunklin County, Missouri. Fred and Clara lived at Cotton Hill, Dunklin County, Missouri. Fred's marriage record has been transcribed and his name has been transcribed as Ruddie J. instead of Freddie J. In numerous legal documents, he has been documented as Freddie J. Surber. The incorrect transcripton on his marriage record to Clara is merely an error made by the person trying to read the record and make sense of it.

He registered for the World War I draft in Crowder, Missouri and his records showed he had a wife and two children. One of those children, Howard Hubert Surber died in 1917.

When Fred registered for the World War II draft, his next of kin was listed as wife Myrtle Edna Surber.
