U.S. Congressman. He graduated from Knox College, in 1878, studied law, was admitted to the bar in 1880 and commenced to practice law in Galesburg, Illinois. He was City Attorney of Galesburg (1881-83), chairman of the Republican county central committee of Knox County in 1884 and a member of the Illinois State House of Representatives, (1888-90). In 1895, he was elected as a Republican to the Fifty-fourth Congress to fill the vacancy caused by the death of Philip Sidney Post, reelected to the Fifty-fifth and to the next seven succeeding Congresses, serving until 1913. An unsuccessful candidate for reelection, he moved to Los Angeles, California, continued the practice of law, was in active business pursuits until he retired in 1917.
