U.S. Congressman. After graduating from Jefferson College, he studied law, was admitted to the bar in 1896, moved to California and commenced to practice law in Los Angeles. During the Spanish American War in 1898, he served as a Captain adjutant in the 7th Regiment, California Volunteer Infantry, U.S. Army. After the war, he was District Attorney of Los Angeles County, (1903-15). In 1923, he was elected as a Republican to the Sixty-eighth Congress to fill the vacancy caused by the death of Henry Z. Osborne, reelected to the Sixty-ninth Congress, serving until 1927. Not a candidate for re-nomination, he resumed the practice of law until his death at age 75.
