US Congressman. A San Francisco native, Miller graduated from St. Mary's College in 1912. With the coming of the First World War, he joined the United States Army and served with the artillery until his discharge at the rank of Second Lieutenant. After the war he returned to civilian life until 1937, when he was elected to the California State Assembly until 1941. In 1945 he was elected to the United States House of Representatives representing California's 6th District until 1953 when, due to redistricting, he was elected to represent California's 8th District until 1973.
