Folk Figure. A veteran of the Civil War (serving as Major of the 10th Massachusetts Volunteer Infantry), and later a Rochester-Buffalo canal boat owner, in his younger days, he was acquainted with Dr. Francis Tumuelty, whose most notable achievement was being arrested in London (and fleeing the country 3 days later) as a Jack the Ripper suspect, and to William Streeter Ripperologists owe most of their early personal knowledge of the suspect.
