Rowe came with his parents from Wisconsin at the age of 10. After arriving by steamboat at Fort Benton, the family settled at the site of old Fort McKenzie north of Fort Benton.
In 1913 he represented Choteau county in the Legislature. Surviving include a widow and a sister, Mrs. Glen A. Smith, Missoula.
