US Congressman. A native of what was then Charles Town, Virginia, he enlisted into the Confederate Army after the outbreak of the Civil War and served as a Private in Company B of the 12th Virginia Cavalry. At war's end, he moved west and settled in California. In 1877 he was elected to the Contra Costa County Board of Supervisors, serving until 1881, and in 1882 he was elected to the California State Senate. In 1894 he contested the election of Democrat Samuel G. Hilborn to the United States House of Representatives, and upon successfully winning the issue he assumed the seat of Representative from California’s 3rd Congressional District, serving from April 1894 to March 1895.
