U.S. Congressman, Presidential Cabinet Member. He graduated from the Utica Free Academy, in 1871, from Russell’s Military Academy, in 1872, from the law department of Yale College in 1876, was admitted to the bar in 1877 and commenced to practice law in Utica, New York. Moving to California, in 1879, he practiced law, was elected as a Republican to the Fifty-sixth, Fifty-seventh and Fifty-eighth Congresses, serving (1899-1904). In 1904, he was appointed Secretary of Commerce and Labor by President Theodore Roosevelt, serving until 1906. He was then appointed by President Theodore Roosevelt Secretary of the Navy, serving (1906-08). After leaving the Cabinet, he returned to California, resumed the practice of law and engaged in the banking business.
