US Congressman. After graduating from Yale College in 1877, he studied law and established a legal practice in Reading, Pennsylvania, after being admitted to the bar in 1879. He served in both the Pennsylvania State House of Representatives and the State Senate, and served as a Captain with Company G, Ninth Regiment, Pennsylvania Volunteers, in the Spanish-American War. He was elected to the United States Congress from Pennsylvania, and served from 1899 to 1903. He was editor of the Reading "Telegram", 1903 to 1912, and the Reading "Times", 1911 to 1913.
