US Congressman. He served in the United States Army during World War II, from 1942 to 1946. He graduated from Boston University in 1948 and Boston University School of Law in 1949 and established a private legal practice in Boston. He was elected to Congress from Massachusetts and served from 1961 to 1972. He served as United Nations Under Secretary General for Political and General Assembly Affairs from 1972 to 1976 and as Director of the United Nations Development Program from 1976 to 1986.
