US Congressman. Born a slave, he attended school after emancipation. He served in the Mississippi State House of Representatives, the last term as Speaker, from 1869 to 1873. He was elected to the United States Congress from Mississippi, serving from 1873 to 1877, and again, from 1882 to 1883. He was admitted to the Mississippi bar in 1896 and commenced the practice of law in Washington, D. C. He was appointed by President McKinley Paymaster of Volunteers during the Spanish-American War. He was appointed Paymaster in the Regular Army in 1901, and retired with the rank of Major in 1911.
