Melvin Arthur Ballard was born May 2, 1903 in Pomeroy, Washington; the son of Daniel William and Mary Elizabeth (Markel) Ballard. As an infant his parents moved to Kansas where he received his elementary education. In 1917 they moved to Wyoming to a homestead in the Dry Creek area north of Douglas. He graduated from the Douglas High School in 1922. He was married to Anna Louise Schick on June 1, 1937 in Denver. He worked in the Salt Creek oil fields, and then owned and operated an independent dirt contracting business.

He was a member of the First United Methodist Church.

He is survived by his wife, Anna, of Douglas; two daughters, Sharon Willford formerly of Saratoga, Wyo., now of Saint James City, Fla.; and Linda Bourret of Moran, Wyo.; one sister, Mabel Dixon of Grand Ronde, Ore.; one grandson, Wade Willford of Saint James City, Fla.; two granddaughters, Wendy Willford Beattie of Lander and Sherry Willford of Fresno, Calif.; two great-grandsons, Ryan and Mark Beattie of Lander; and numerous nieces, nephews and friends.
