U.S. Congressman. A graduate of Trinity College, in 1949, he was a member of the court of common council, City of Hartford, in 1953 and aide to Governor Abraham Ribicoff, (1955-57). He was deputy insurance commissioner for the State of Connecticut, (1957-64), delegate to Democratic National Conventions, (1964, 1968), insurance commissioner, (1964-70) and delegate to Connecticut State Democratic conventions, (1954-70). In 1971, he was elected as a Democrat to the Ninety-second Congress and to the next five succeeding Congresses, serving until his death from cancer at age 55.
