U.S. Congressman. He attended Hedding College, Bloomington Law School, was admitted to the bar and commenced to practice law in St. Anthony, Idaho, in 1893. He was a member of the Idaho State House of Representatives in 1896 and served as a Lieutenant Colonel in the 1st Regiment, Idaho Volunteer Infantry, U.S. Army, during the Philippine American War, in 1898. He also was Military Governor of the island of Cebu, associate justice of the Supreme Court of the Philippine Islands, at that time. Returning to Idaho in 1901, practiced law and was elected as a Republican to the Sixty-first Congress, serving (1909-11). An unsuccessful candidate for re-nomination, he practiced law and engaged in banking, (1911-17). During World War I, he served as a Lieutenant Colonel in the Judge Advocate General’s Department, U.S. Army. After the war, he reengaged in the practice of law until he retired in 1943. He died at age of 86 and the town of Hamer, Idaho, is named in his honor.
