James Penn Starr and his family moved to Wilbarger County in 1888 from Paris, Texas and settled on the old F.K. Richardson place, six miles south of town. After farming, in 1889, he moved north of the river where he lived the rest of his life.

James Penn Starr has been a stock farmer and after the days of the cattle settled down to farming. He was elected Wilbarger County Commissioner for three terms. He raised a family of 13 children, 12 who survived him. Each July the children gathered at the old home place to celebrate his birthday and hold a reunion. The children were: H.S. Starr, Will Starr, Silas Starr, Sam Starr, Paul Starr, Walter Starr, Mrs. Emma Turner, Mrs. Melissa Boone, Mrs. Anne Germany, Mrs. Lou Kester, Miss Alice Starr, Miss Dora Starr.
