US Congressman. A Democrat, he represented Colorado's 2nd District in the Seventy-Third and three succeeding Congresses, serving from 1933 to 1941. Cummings was born near Groveton, New Hampshire, and raised on farms in Iowa and Nebraska. He studied law, was admitted to the bar in 1891 and commenced practice in Custer County, Nebraska. In 1906 he settled in Fort Collins, Colorado, and divided his time between his law firm, farming and raising livestock. His only prior political experience was as a member of the Fort Collins City Council (1909 to 1913), and it was the dire consequences of the 1930s Depression that compelled him to run for the US House of Representatives. Defeated for a fifth term in Congress in 1940, Cummings returned to his private interests. He died in Fort Collins.
