U.S. Congressman. Raised in Missouri, he graduated from the Colorado State Teachers College, in 1901 and earned a law degree from the University of Colorado, in 1904, was admitted to the bar and commenced to practice law in Boulder, Colorado. He was the first Assistant Attorney General of Colorado, (1911- 13) and was City Attorney of Boulder, (1917-18). He moved to Tulsa, Oklahoma, in 1919, continued the practice of law and was elected as a Republican to the Seventy-first Congress, serving (1929-31). An unsuccessful candidate for re-election, he returned to Colorado and resumed the practice of law until his death form pneumonia at age 62.
