Kay was born Aug. 11, 1945, at Spring Valley, to Edwin and Marjorie (Swift) Noder.
She married James C. Harmon on Jan. 31, 1965, at Peoria. He survives in Paxton.
Also surviving are two sons, James E. (Michelle) Harmon of Paxton and Cheynen Harmon of Peoria; three grandchildren, Katy Jo, Michael and Jacob Harmon; and one sister, Jan (Steve) Horack, and one brother, Larry (Cheri) Noder, both of Bradford.
Her parents preceded her in death.
Kay graduated from Bradford High School.
She was the Civil Defense director for Marshall County and later became the administrator of Peoria's Emergency Services and Disaster Agency. She was recognized as a leader nationwide by her peers and helped develop numerous professional programs for her field.
