Howard moved from VA to TN while very young. His mother was a descendant of Powhatan.
He was a private, serving with Davies' Battalion, Arkansas Calvary during the Civil War. He settled in Clay County, near one of his cousins, William Lafayette Yancey. Howard married Mary Ann Catherine Keywood, and they raised 10 children.
