Montreal Mayor. He served as the 36th Mayor of Montréal, Quebec, Canada. Born in Saint-Gérard-Majella, Quebec, he studied in L’Assomption and in his youth was a farmer on the paternal land. In 1911, he went to Montréal to do business. He became insurance agent in 1913 and later owner of the newspaper “Le Réveil de l’Est”. He got involved in various charity and church organizations like the Richelieu and Kiwanis Clubs, the Saint-Jean-Baptiste Society, the diocesan fundraising. He was the alderman of the Préfontaine district to the city council of Montreal from 1934 to 1936. His first mandate as Mayor of Montréal was from 1936 to 1938 and his second lasted from 1940 to 1944. During his mandates as mayor, he obtained the creation of the Department of Social Welfare and he undertook the installation of the Botanical garden. He took part in 1942 in the preparation and the celebrations of the 300th anniversary of the foundation of Montréal. Later on, he acted as President of the Committee of the municipal code and president of the Commission in charge of studying the tax system of Québec. In 1943, his colleagues elected him President of the Canadian Federation of Mayors and Municipalities. He was elected in 1936 to the Legislative Assembly as the Union Nationale representative for the district of L’Assomption. He did not represent himself in 1939. In 1970, he published his memoirs (Title: “Témoin d’une époque”). He died in Saint-Bruno, on April 11, 1984.
