39th Montréal Mayor. Born in Montréal, Québec, he studied in Montréal, then at the college of Saint-Eustache. He became the owner of a cigar manufacturing business, and later became active on the boards of various Montréal hospitals. He was the alderman of the Papineau district to the city council of Montréal from 1906 to 1910 and from 1912 to 1914. His first mandate as mayor of Montréal was from 1914 to 1924 and his second lasted from 1926 to 1928. In the by-election of November 21, 1906, he was elected as Liberal to the House of Commons for the Montréal-Sainte-Marie district.He was re-elected in 1908 and 1911. He did not represent himself in 1917. He was named to to the Legislative Council for the division of Alma on January 20, 1919. He died in function in Pont-Viau, on June 12, 1946.
