Charlie spent most of his life around Milestone. In 1948, Charlie married Alice Hardy of Grenfell. They had 3 sons: Lyle; Neil and Earl. After living in Milestone, a few years, Charlie and Alice moved to Regina, where Alice taught until her retirement. When Charlie's brother Walter returned from overseas, they formed a partnership, "Garratt Brothers". Charlie retired from farming in 1978. Charlie served 10 years on the Caledonia Municipal Council; was a member of the Milestone Masonic Lodge and served on the board of the Milestone Curling Club.
