In the book, The Witwer Legacy, Thomas Witwer Richards gives a lengthy biography of Witwer. To summarize:

Samuel Witwer was born in Colorado, but grew up in Gary, Indiana, and Cumberland, Maryland. He was extremely close to his sister, Marguerite, who was ten when he was born and took over much of his care due to the illness of their mother.

In 1926 Sam graduated from Allegany High School in Cumberland where he was senior class president. He then began a life-long relationship with Dickinson College by matriculating as a freshman. By 1928 the Great Depression caused Samuel Weiler Witwer Sr. to lose his job with N. G. Taylor Mill, causing both father and son to find temporary work for the summer.

In the fall, despite financial strictures, Samuel Jr. returned to Dickinson. He graduated in 1930 and entered Harvard Law School. By his third year, his finances were exhausted, and a loan was arranged by his class dean.

After graduation he went to work for the firm of Gallagher, Rinaker, Wilkinson, and Hall. Within five years he was a partner.

Samuel Weiler Witwer had a distinguished career. He was named to the Board of Trustees of Dickinson College, represented the United Methodist Church in litigation, ran for the Senate in 1960, chaired the Sixth Illinois Constitutional Convention in 1969-70.
