John S. Witwer was a prominent citizen of Dallas, having arrived there in 1872, early in the city's history. His mother was a member of the Studebaker family, and John and his wife, Florence, moved from Indiana to Texas to promote the family's wagon and implement business.

In 1889, Mr. Witwer was appointed postmaster of Dallas by the administration of President Benjamin Harrison. In that capacity, he helped select the site for a new post office. An active member of the Republican party, he was a frequent representative to local, state and national conventions and served locally as alderman and fire commissioner.

After his retirement, he was active in local philanthropic causes.
