James is the son of Claude and Ruby Bell and was born in Luray, Henderson, Tennessee. He grew up in the Luray area, the oldest of nine children.
At age 20, he enlisted in the US Navy serving in San Diego, Florida, and at Pearl Harbor. He met his wife, Marie Keiper, in San Diego and they married on December 21, 1946 in Atkins, IA. The couple had four children: Deborah, Randy, Gary and Tracy.
The couple lived in Hiawatha, Iowa and James worked for various factories in Cedar Rapids, retiring from Downing Box Co.
