Born in Beebe Plain, Stanstead, Quebec, Ethel was the daughter of George Peck from England and his wife Mary from the United States.

After Pardon's father, sister and brother-in-law died the fall of 1916 from Trichinosis, he and Ethel took in their orphaned nephew, Oscar Wilcox Heath.

Oscar's sister Rosetta Jean, known as R. Jean, was just a baby; the child's uncle and his wife informally adopted her. The sad story has been passed down through the family for almost 100 years.
