US Congressman. He was elected as a Democrat to represent Missouri's 3rd District in the Thirty-Sixth and Thirty-Seventh Congresses, and as an Unconditional Unionist in the Thirty-Eighth Congress, and served from 1859 until his death. Noell was born in Bedford County, Virginia. At age 17 he moved to Perryville, Missouri, where he studied law, was admitted to the bar and set up practice. He was clerk of the Perry County Circuit Court from 1841 to 1850, and a member of the State Senate from 1851 to 1855. Noell died at 47 in Washington, DC, 10 days into his third term in the US House of Representatives. There is a cenotaph in his memory at Congressional Cemetery. His son Thomas Estes Noell would later occupy his seat in Congress, but would also die prematurely.
