U.S. Congressman. He studied law at the University of Missouri (1895-96), was admitted to the bar and commenced to practice law in Montgomery City, Missouri. He was prosecuting attorney of Montgomery County, (1902-04) and in 1905, was appointed special agent of the U.S. General Land Office in Portland, Oregon, serving until he resigned in 1906. In 1911, he was elected as a Republican to the Sixty-second and Sixty-third Congresses, serving until 1915. An unsuccessful candidate for reelection, he resumed the practice of law and served as a Major in the U.S. Army training camp at the San Francisco, during World War I. He then practiced law in various states until retiring in Oregon.
