US Congressman. Born in Willoughby, Lake County, Ohio, he studied law at the University of Kansas, and was admitted to the Nebraska State Bar Association in 1884. He rose steadily in civic life, serving as a Prosecuting Attorney, a District Judge, and in the Nebraska State Assembly, where he was Speaker of the House in 1901. In 1922 he was elected as a Republican to represent Nebraska's 2nd Congressional District in the United States House of Representatives, and served four terms from 1923 to 1931, assuming during his time the chair of Committee on Expenditures in the Department of Justice. He was not nominated for a fifth term, and returned to his civilian law practice after leaving Congress. In 1932 he was again elected as a District Judge, and held that position until just prior to his death in 1949.
