U.S. Congressman. Born in Ottawa, Ontario, Canada, he moved with his parents to America in 1835 and in New York. During the Civil War, he served as a First Lieutenant in Company G, 108th Regiment, Volunteer Infantry, Union Army. After the war, he studied law, was admitted to the bar in 1863 and commenced to practice law in Rochester, New York. He was District Attorney of Monroe County, (1868-72) and collector of customs for the Port of Genesee, (1872-75). In 1875, he was elected as a Republican to the Forty-fourth Congress, serving until 1877. An unsuccessful candidate for reelection, he resumed the practice of law and was elected Justice of the Supreme Court of New York, serving (1889-1905). He died in retirement at age 73 Rochester, New York.
