U.S. Congressman. He graduated from Decker’s Academy, in 1858, from Hobart College New York, in 1862 and served in the commissary department of the Union Army, during the Civil War, (1863-65). After the war, he studied at the Albany Law School New York, was admitted to the bar and commenced to practice law in Knoxville, Tennessee, in 1866. He was appointed commissioner of claims by Governor William G. Brownlow in 1868, was a member of the Tennessee State Senate, (1871-75) and a member of the Tennessee State House of Representatives, (1875-77). He also founded the Knoxville Republican, as editor, in 1879 and was appointed post-office inspector, in 1881. He became editor of the Knoxville Daily Chronicle, in 1882; appointed United States pension agent at Knoxville, (1883-85), was chancellor of the second chancery division of Tennessee, (1886-94) and professor of medical jurisprudence in the Tennessee Medical College, (1889-1906). In 1895, he was elected as a Republican to the Fifty-fourth Congress and to the next four succeeding Congresses, serving until 1905. Not seeking reelection, he left politics, engaged as a writer, an author and as a consulting editor of the American and English Encyclopedia of Law and Practice. He died in retirement at the age of 100.
