U.S. Congressman. At the advent of the Civil War, he was a grain miller when he enlisted in the Rhode Island Volunteer Infantry, Union Army and achieved the rank of brevet Major in the Signal Corps. After the war, he returned to his grain mill and was a member of the Rhode Island State House of Representatives, (1887-92). In 1897, he was elected as a Republican to the Fifty-fifth Congress and to the next six succeeding Congresses, serving until 1910. Not a candidate for re-nomination, he resumed previous business interests until his death at age 70.
