U.S. Congressman. Moving with his parents to California, in February 1854, he attended public schools as a child and received a formal education at the private academy of Joseph K. Fallon. He was a member of the California State Assembly (1875-77), studied law, was admitted to the bar in 1878 and commenced to practice law in San Francisco, California. He served as judge of the superior court of the City and County of San Francisco (1882-88). In 1893, he was elected as a Democrat to the Fifty-third, Fifty-fourth, and Fifty-fifth Congresses, serving until 1899. Not seeking re-nomination, he resumed the practice of law until his death.
