U.S. Congressman. He graduated from the Boston Latin School, in 1884, Harvard University in 1888 and engaged in newspaper work at Boston, in 1888. He was a member of the Massachusetts State House of Representatives, (1895-96), served in the Massachusetts State Senate, (1897-98) and was street commissioner of Boston, (1900-14). In 1914, he was elected as a Democrat to the Sixty-third Congress to fill the vacancy caused by the resignation of James M. Curley, reelected to the Sixty-fourth Congress and to the next six succeeding Congresses, serving until his death at age 61.
