After his discharge from the Army, he taught law at the University of Texas for a short while. Mr. Burns worked for the Austin City Attorneys and the Houston City Attorneys offices. He was a founding partner in the law firm of Hofheinz, Sears, James and Burns and later a founding partner of the law firm of Sears and Burns. Mr. Burns was a member of the Harris County Bar Association, the Texas Bar Association, and served as the Vice-Chairman of the condemnation Section of the American Bar Association. He was a former member of the Harris County Grievance Committee.
Mr Burns was considered a leading authority in the field of Eminent Domain and authored many articles on the subject. Mr Burns was a Special Council to the State Building Commission for the Capitol Expansion Program, 1st phase and was the lead council in the landmark case of the City of Austin verses Canizzo. Mr. Burns was admitted to practice before the Supreme Court.
