U.S. Congressman. He graduated from Detroit College of Law, in 1885, then established the Portland Review and was editor until 1899. He was a member of the Michigan State House of Representatives (1890-92), Postmaster of Portland, (1895-99), was admitted to the bar, practiced law in Detroit, was assistant corporation counsel of Detroit, (1903-07) and city comptroller, (1907-10). In 1911, he was elected as a Democrat to the Sixty-second Congress and to the next four succeeding Congresses, serving until 1921. After his term, he served as Mayor of Detroit, (1923-24) and resumed the practice of law until his death at age 82 in Howell, Michigan.
