US Congressman. Born in China, Kennebec County, Maine, he graduated from Colby College, Waterville, in 1898, from the law department of the University of Maine in 1904, was admitted to the bar and commenced to practice law in Waterville, Maine. In 1922, he was elected as a Republican to the Sixty-seventh Congress, to fill the vacancy caused by the resignation of United States Representative John A. Peters and reelected to the next five succeeding Congresses, serving until 1933. An unsuccessful candidate for reelection, he served as trustee of Colby College (1926-31), as trustee of Monmouth Academy and practiced law until his retirement in 1946. He died at age 80 in Augusta, Maine.
