US Congressman. He attended Foxcroft Academy, Wesleyan Seminary, both in Maine, Eastman’s College, New York, studied law, was admitted to the bar in 1890 and commenced to practice law in Dover, Maine. He was treasurer of Piscataquis County, (1890-96), a member of the Maine State House of Representatives, (1897-99) and served in the Maine State Senate, in 1903. In 1908, he was elected as a Republican to the Sixtieth Congress to fill the vacancy caused by the death of Llewellyn Powers, reelected to the Sixty-first Congress and to the next three succeeding Congresses, serving until 1917. Not running for reelection, he was president of the Piscataquis Savings Bank, a trustee of the University of Maine and engaged in the practice of law until his death at age 60.
