US Navy Rear Admiral. Batcheller graduated from the United States Naval Academy in 1930. His first assignment after graduation was aboard the battleship, U.S.S. New Mexico where he served two years as junior and division officer. He left the New Mexico and attended the Massachusetts Institute of Technology at Cambridge and received a Master of Science of degree. Towards the end of World War II he served as carrier deck officer on the staff of commander Service Squadron 10 and commander Service Division 103. In 1947 he briefly served in the Design Division of the Bureau of Ships before being assigned to the President's Advisory Committee on the Merchant Marine. He was next assigned to the Bureau of Ships Preliminary Design Division in the Underwater Explosion Branch until July of 1950. After his assignment was completed he served as fleet maintenance officer and officer in charge of Service Force Maintenance on the staff of Commander Service Force, Pacific. In July, 1953 he went to the Naval War College in Newport, Rhode Island and completed his courses the following June. He was assigned to the Portsmouth Naval Shipyard as Shipbuliding superintendent. He returned to Washington in July 1956 as comptroller for the Bureau of Ships. He because Supervisor of Shipbuilding, United States Navy, and Naval Inspector of Ordnance at Quincy, Massachusetts in April 1959, and served until August 1961 when he was appointed assistant chief of the Bureau of Ships for Plans and Administration and inspector general of the bureau of Ships. He was promoted to Rear Admiral on July 1, 1961 and in 1963 became commanding officer of the Charleston, South Carolina shipyard.
