Joseph Kerr, Esq., was born about 1805 in Ohio. He was the son of John Kerr; mother unknown. Joseph grew up in Ohio. He married Lydia Helena Langdon. They moved to McHenry County, Illinois, in about 1840. His father and brothers, John and William, also moved to McHenry County, Illinois. Joseph's and Lydia's children, Laura and Samuel, were born in McHenry County. The family moved Columbia County, Wisconsin, when the children were young. Joseph was an early settler of the county and lived there until his death, January 1855 in Randolph, Columbia County, Wisconsin. His obituary stated that he "was highly esteemed by a large circle of acquaintances".

Joseph worked for the La Crosse & Milwaukee Railroad Company. He was serving as the Director at the time of his death. Joseph was an active community member. He was active in the Whig party and had represented his district in the Legislature. He served on the Columbia County Board of Supervisors and served as president of the Columbia County Agriculture Society.
