U.S. Congressman, U.S. Senator. Educated at Hebron Academy, he studied law, was admitted to the bar in 1857 and commenced to practice law in Ellsworth, Maine. He was prosecuting attorney for Hancock County, (1858-66) and a member of the Maine State House of Representatives, (1867-68, 79-80). In 1869, he was elected as a Republican to the Forty-first Congress and to the next four succeeding Congresses, serving until 1879. An unsuccessful candidate for reelection, he was elected as a Republican to the United States Senate, serving until 1911. After leaving politics, he remained in Washington D.C. until his death at age 82.
