U.S. Congressman. He graduated from Tulane University, in 1892, from the law department of the same university in 1894, was admitted to the bar and commenced the practice of law in New Orleans, Louisiana, in 1895. He was a member of the Louisiana State House of Representatives, (1900-10) and chairman of the Democratic Louisiana State convention in 1908. In 1910, he was elected as a Democrat to the Sixty-first Congress to fill the vacancy caused by the death of Samuel L. Gillmore, reelected to the Sixty-second Congress and to the next six succeeding Congresses, serving until his death at age 50.

Served the people of New Orleans as Assistant City Attorney, as member, also speaker of the lower house of the State Legislature and Representative in Congress for seven terms.

An upright citizen and official, a loyal friend and kinsman, a devoted brother and son.
