Civil War Union Brevet Brigadier General. Served in the Ciivl War first as a Captain in the 64th Illinois Volunteer Infantry, then as Colonel and commander of the 124h Ohio Volunteer Infantry. He was brevetted Brigadier General, US Volunteers on March 13, 1865 for "faithful and meritorious services". He was the first cousin of Brevet Brigadier General Eugene B. Payne.
